Open the Overhead Map and hold down Alt, Right Shift and Tilde for a moment. A sound will play, and you'll get a screen of text to the effect of a Moredhel Wordlock suddenly popping into existence in front of your understandably-surprised party. You'll then be presented with the puzzle lock, the code for which is different in each chapter:

Upon entering the code, the chest will spring open, revealing the Cheat Central screen, which presents you with two choices: "Heal all characters", which is self-explanatory, and "Get imporant (sp) items for chapter", which opens up a container interface with all the items needed to complete the current chapter, as well as some other helpful items. You can summon the Wordlock again whenever you feel like it.

Add a list of all the stuff in each chapter's chest. I found one in a GameFAQs guide, but they asked that their work not be used, as GameFAQs guides so often do.

Cheat Menu Text

Amusingly, there's some unique dialogue tied to this cheat, revolving around your party's reaction to its sudden existence and wrapping their minds around the cheat menu existing in-universe!

It defied logic.

Visions of a Moredhel Lock chest infused their minds.
Of the many questions that drifted amongst their dreams...
How?... Why?... the most evasive was: what code could
possibly open this lock?

He stopped.

"Why," he thought, "do we attempt to take the cheater's path?
Certainly there are other paths to take..."

All were silent.

Perplexed by the magical device inside the chest, they
continued their investigation more carefully. The device
looked as if it might aid in getting past situations that
might, because of past mistakes, be insurmountable.

"We should be cautious not to abuse this power,"
suggested <PARTY LEAD> as they began to explore their options.
"On the other hand," he continued, "perhaps we are in a
situation where we could use it."
