Unused Vehicle

Just Cause has an unused plane called the Stirling STL-3 Octavio. It could be seen in pre-release screenshots, but does not appear in the game at all.

However its file still exists in the game in the form of ARVE_014_Civilian_Plane.ee located in ARVE_014_Civilian_Plane.ee and are likely fully functional. It even has sound files packed into ARVE_014.sab and ARVE_014.sab, which might be another indicator it was removed very late and is likely fully functional.

Extracting that file with a hex editor and unpacking it with Just Cause 2's modding toolset shows the contents of the file. As no tools for the game exist, almost nothing can be viewed, the textures however can be seen:
