Empire City 1931 is a port of an arcade game of the same name. It was also planned for an US release by Acclaim.
Level Select
Input the passwords 8E3B and A57D to enable the level and select invincibility at the same time. At the main menu, press A to increase level number up to 5, press B to increase sublevel number up to 8, then press Start at the "Start" option.
