Mii Maker is an application pre-installed onto every 3DS system and is the second avatar creation tool for systems made by Nintendo. It's the successor to the Wii's Mii Channel, with more features and options.

QRDummy.bclim
In Root\RomFS\Layout\QR.arc\timg\ there is a graphics file called QRDummy.bclim. As the name suggests, it was most likely used as a placeholder to test the QR Code feature, as it's not actually a QR Code, just a 4x4 black square.
Model\QR.arc
In Root\RomFS\Model\ there is a file called QR.arc. The majority of the unused content is in here, within the models' textures.
DummyMiiFace
In PictureMiiFace.bcmdl there's a single texture called DummyMiiFace. It's a 512×512 image that reads Miiバストアップ, which roughly translates to "Mii bust up". It also says "480*480" underneath, but even after cropping the white out of the image that resolution is incorrect.
DummyMiiBody
In PictureMiiBody.bcmdl there's a texture called DummyMiiBody. It's also a 512×512 image and reads Mii全身 which translates to "Mii whole body". There is another incorrect resolution at the bottom, reading "320*480".
DummyQRCode
In PictureMiiQR.bcmdl there's a texture called DummyQRCode. It's just a plain grey square, most likely to test the dimensions of the QR codes.
QR_Test
This is simply just a white, 512×256 rectangle. There's not much to this one really, so there's not much point in showing it. As the name suggests, it was used to test some feature of the QR code function, maybe as a template.
DummyPhoto
In Root\RomFS\Model\Editor.arc\PhotoCube.bcmdl there's a texture called DummyPhoto. It's just a plain black 512×512 square, probably to test the area in which the photos are taken when making a Mii from a photo.
dummy(Cover.bcmdl)
In Root\RomFS\Models\Editor.arc\Cover.bcmdl there's a single 8×8 texture simply called dummy. It's plain white and its purpose is unknown.

There are three unused graphics in this directory.
DummyPartL4.bclim
A slightly distorted image of a brown eye icon, with a black background. It appears clearer as a BCLIM file, but still goes unused.
DummyPartLA4
The shadow of the eye above, with a transparent background, making it difficult to see at first glance. This also goes unused, as there are no shadows on Miis, only below them.
DummyPartRGBA4
This is simply a larger version of the graphic IconEye00.bclim, found in the same directory.

There are also many lines of unused text within Mii Maker's text files. These are simply names, but they don't appear anywhere within the application.

There's some possibly unused text which is just "???" and referenced as code_text_26. These names vary between language and region.
The names above are from the European version in the English language, but changing the language to Spanish (for example) will change the names. Some examples are:

Internal Project Name
According to many files in the software mention medit that is likely the internal project name, m is likely Mii due to this program uses Miis a lot.
