This placeholder is allocated to 14 tiles that don't have animations for the query window. However, it isn't shown in-game due to a check that prevents it from being loaded.

In the US version, we can turn that check into a no-op by applying these GameShark codes:

f6000914 c305
b6002800 0000
1604e2cc 0009

Afterwards, we can query any of the corresponding tiles, which include highway entrances and power lines that cross over water.

A statue is awarded to the player when a city reaches 30,000 population. While the international versions feature a statue similar to the one in the original PC releases, the Japanese version features a unique statue of Sonic the Hedgehog, since the game was published by Sega themselves over there. The Sonic model appears to be the same one used on the title screen of Sonic the Hedgehog 3, while the icon is, strangely enough, a piece of stock artwork using his American "mohawk" design, a rare example of said design being used in Japan.
