Persona 5/Unused Enemies

This is a sub-page of Persona 5.

Several fusion-only Personas have entries in the enemy table that go unused as they can never be encountered in any of the Palaces or Mementos. Some of the corresponding enemy entries for these Personas are of a higher or lower level to their Persona table entries, however, the resulting Persona from successfully negotiating with them will use the default level from their Persona entry. Most of these unused enemy table entries have a Fire weakness, even if the Persona they're based on doesn't have one, likely as a placeholder.

Unused Enemy Entries

Shadow of God/Metatron

Metatron is a level 89 Persona in the final game. It cannot be negotiated with, so it was likely meant to have been a miniboss. Its AI seems to be in a primitive state, so it will do nothing but use its regular attack.

Brave Spear-bearer/Cu Chulainn

This version of Cu Chulainn is notably distinct from the version that is summoned by Goro Akechi, which is called Spear-wielding General. This version of Cu Chulainn can be negotiated with. In the final game, Cu Chulainn is a level 67 Persona. Two of these appear alongside Scathach in an unused formation found before the formations used for the game's minibosses.

Prison Master/Sandalphon

There doesn't seem to be any difference between Sandalphon's enemy table entry and his Persona table entry. The prescense of Samerecarm and Amrita Shower implies either he was meant to be encountered in a group with other Shadows or he didn't make it far enough to get a unique skill set before being scrapped.

There's not much worth noting with this unused enemy, as its level is identical to its initial level. Given its position in the enemy encounter table, it was likely intended for either Madarame's Palace or Mementos. This enemy entry later ended up being used in Persona 5 Royal as an enemy in Madarame's Palace.

This enemy has no model and a placeholder RESERVE name, but its skills and position in the enemy table mirror Flauros. While the unused enemy entry is weak to fire, Persona Flauros blocks Fire, resists Wind and Nuclear, and is weak to Ice.

While Black Frost is encountered as an enemy in the final game, that variant uses a different entry in the enemy table and is named Shadow Sakoda. Black Frost is a level 67 Persona in the final game and reflects Fire and Curse, absorbs Ice and blocks Nuclear.

Ongyo-Ki is fought as an enemy in the final game, but it uses a different entry to the one used here and is named Shadow Anomaly Cleaner. This entry doesn't appear to have any skills defined, but it can still use Vicious Strike. It's also of a lower level to its entry in the Persona table, being level 69 here instead of 75.

Killer Teddy Bear/Bugs

While Bugs is fought as an enemy in the final game in the form of the mini-boss Shadow Mogami, that encounter has its own entry on the enemy encounter table. Bugs's enemy entry is of a lower level to its Persona table entry, being 44 here instead of 49.

Unused Akechi Boss Fight

An unused boss fight with Goro Akechi exists within the game. This boss fight is mostly identical to the first phase of his boss fight in the final game, but is missing the beginning part where the player fights Cu Chulainn and Cerberus, instead going straight to the part where the player fights Akechi. Akechi is level 66, instead of 61 like in the final. The fight takes place in the area where Shido is fought instead of the boiler room, and plays the instrumental version of Rivers in the Desert instead of Blooming Villain. Akechi himself has no AI programmed, and thus will do nothing.

An interesting thing to note is that the cutscene files for confronting Akechi in Shido's Palace are located after the cutscenes for sending the calling card, implying that Akechi was originally going to be fought during the heist, instead of being jarringly placed right after the cleaner miniboss. A listing of the main Palace bosses within test.bf does not list this fight (30C), but references 30B (the first phase) as AKECHI_1 and 30D (the second phase) as AKECHI_3, implying this fight was meant to be AKECHI_2.

The pre-battle dialogue is stored separately from the final's, and is mostly identical, bar a minor change to one line.

The variant of Cu Chulainn in this formation uses is the aforementioned unused enemy one that can be negotiated with. In the final game, Scathach appears in Okumura's Palace and Mementos (but not Mementos Depths), whereas Cu Chulainn is a fusion-only Persona.
646 Mandrake Mandrake Mandrake Uses battle field f252_001 (Kamoshida's Palace dungeon). This battle has a unique pre-battle talk cutscene.
649 Silky Silky Uses battle field f251_001 (Kamoshida's Palace hall). Loading this battle will always trigger Bullet Hail and brings up an otherwise unused Bullet Hail tutorial. It seems like Bullet Hail was originally a regular battle mechanic before being changed into a confidant bonus.
650 Jack-o-Lantern Jack-o-Lantern Jack-o-Lantern Jack-o-Lantern Uses battle field f251_002 (Kamoshida's Palace tower). The battle will always load as if the player had been ambushed.
654 Koppa Tengu Kurama Tengu Koppa Tengu Uses battle field f253_001 (Madarame's Palace). The version of Kurama Tengu used in this battle formation is a unique variant that cannot be negotiated with and has the skills Magarula, Assault Dive, and Hysterical Slap. This formation was later used in Persona 5 Royal as a miniboss in Madarame's Palace.

In addition to these unused enemy formations, there are several unused enemy formations numbered from 505 to 520 that contain no enemies, although it is still possible for Bullet Hail or Position Hack to activate. Since there are no enemies, the player instantly wins the battle. Some of these empty formations crash the game if loaded.
