It's notorious that The Sims 2 has dozens of inaccessible hairstyles and clothing in the base game and its expansions to an extent.
This article will NOT cover unused "meshes" nor any fanmade recreations relating to it, which are instead found in the Unused Models section.

Unobtainable Content

Those outfits are seen in normal gameplay, but cannot be obtained in the household's wardrobe without any debug cheats or mods. Many of them correlate to NPCs that cannot be moved in. The outfits also apply to Hidden Content below.
Life Stage-Restricted Content

Clothing textures in the files are listed via the following abbreviations, internally grouped via Stage and Gender in order;
- u = universal/All Stages
- e = Elder
- a = Adult
- t = Teen
- c = Child
- u = Toddler
- b = Baby
And for genders:
- m = male
- f = female
- u = unisex
For example, a clothing only worn by male teens has an abbreviation of "tm". There are unused clothes that are supposed to appear in all stages but are programmed to appear in specific ones.
Inaccessible Content

Stuff that's never seen in normal gameplay or on NPCs, rendering these (mostly) unused.
Body Shop Hairstyles
Though not unused, the game features a variety of hairstyles that exist in the game's files and are fully functioning, but are otherwise inaccessible to the player through normal means. They are all marked as CASIE, the internal name for the Body Shop, and seem to have a slightly "blockier" style from the final game.
CASIE_afhairbraids
While still technically accessible, it is otherwise unavailable outside of selecting a specific premade sim in Create A Family. Also worth mentioning is that this hair bears a striking resemblance to a hairstyle that is accessible without the use of debugging cheats.
CASIE_amhairgibs
Like the braids above, it is still technically accessible but the only way to really do so is to give a toddler the "puhairsimple" hairstyle (the short one with bangs) and age them up to a child. Worth mentioning is that this hair also bears a striking resemblance to a hairstyle that is accessible without the use of debugging cheats.
CASIE_afhairhatstraw_black
Unlike the previous two this one is wholly inaccessible outside of the use of debugging cheats.
CASIE_amhairhat_bluebrown
This hairstyle is technically accessible, but also inaccessible. It is otherwise inaccessible outside of debugging cheats, but the premade sim, Romeo Monty, in Veronaville comes with this hairstyle by default. Aging up the sim would cause an error in the game, due to the hairstyle only being made for teens.
