This is an application that lets you transfer save data from a 3DS game card to a digital version of the same game, but not the other way around, presumably because Nintendo wanted to encourage people to buy (more expensive) digital versions of the games. For some reason it also requires an internet connection. All in all, a better option is to use a homebrew tool like Checkpoint.
Internal Project Name
The app is internally known as Fairy. The sound archive bears the name and it can be seen in various strings within code.bin, including some debug leftovers.
